In 1999 Lamarcus Knox set out to create a company incorporating the skills and relationships that he had garnered during his 14 year tenure working in the petroleum industry. As a result he founded Apogee, which was grounded in the principle to provide customers with the apex of service and quality! The company’s beginning started with the purchasing of bulk fuel to supply local trade contractors and other heavy equipment users. This model eventually leads to supplying products to larger vessel companies, transportation fleets and into other market segments.       

In his role as Apogee’s managing executive, Mr. Knox serves as resident expert for the petroleum business and project executive for all construction projects.  His leadership and managerial experience has been instrumental in Apogee’s ability to successfully complete diverse projects throughout the southwestern region of the country.  From providing bunker fuel to numerous vessels operating out of Corpus Christi and self-performing structural concrete for waste water treatment-plants.

As a result of Mr. Knox’s knowledge and leadership, Apogee is a vibrant and growing concern ready for all challenges that wait.  The company has grown from being a gas and diesel distributor to offering a full line of petroleum products to its customers. Transitioning from a trade-specific contractor into a full-service general contractor with numerous self-performing capabilities; simply stated, Apogee stands ready to be an integral part of your team’s ultimate success. 

Laticia R Hoodye

Vice President Operations

As Vice President of Operations at Apogee, Laticia manages systems, staff, site managers and project superintendents.  She brings over 15 years of high-value experience, previously serving as operational manager for United Parcel Service as Spohns Hospital Systems.

In addition to her work within the corporate sector, Laticia’s experience Includes providing contingency response services to government agencies tasked with primary response and crisis mitigation. She specializes in managing emergency construction and/or fast track projects. Her ability to perform and function within adverse conditions is a testament to the valuable talent she brings to each project. Laticia possesses the instinctive ability to build rapport quickly with owners while fielding a solid team of professionals to facilitate our fast-paced projects.

Laticia further oversees Apogee’s Data Technology / Electronic Security group.  This group is responsible for P & L oversight, planning to completion, project management and employee-sub contractor interface. Her leadership contributes to the overall success of projects within both our Commercial and Federal sectors.  

Jim Roche

Director of Construction Services

Jim has more than 28 years of high level commercial construction experience.  Most recently he was involved in closing out a five year SABER contract at Whiteman A.F.B.  He has extensive knowledge and experience with all relevant operational aspects of running a commercial construction business. He is experienced in both bid-build and design-build delivery methods and  body of work includes; construction of new facilities, renovations, repairs, alterations, upgrades, and expansions of existing facilities to include facilities management.

Jim has demonstrated success in customer and vendor relationship management, with an ability to quickly build genuine rapport and secure a solid team of professionals to facilitate a fast-paced project. At Apogee, his responsibilities include: managing the systems of the office staff, and those of the Site Project Managers and the Superintendents. As a construction manager with years of hands-on experience in purchasing/inventory control/budgeting, and a reputation for dedication, creative problem solving, and outstanding service, Jim empowers his subordinates and emphasizes responsibility, accountability, and performance.

Richard Whatley

Senior Project Manager

Richard Whatley is a seasoned, hands-on construction professional with more than 22 years of experience in the field.  Capable of filling the role of a superintendent, foreman, or project manager, Richard is adept at seeing two steps ahead in the construction process, anticipating challenges, and proactively managing them to keep projects on schedule and within budget.

Richards’s skill set includes takeoffs, estimating, budgeting, contracting, purchasing, and invoicing.  His experience includes full onsite construction, management, and land development. 

A former Army Combat Engineer and Noncommissioned Officer, Richard supervised enlisted personnel on vertical as well as horizontal construction projects (bridges, roads), managed demolition and excavation (including the use of explosives), and operated heavy equipment while stationed at various facilities around the Globe.

Brian Evers

Estimator/Project Manager

Brian brings more than 15 years of construction experience to Apogee. He began his construction career as a field mechanic with one of South Texas’ largest Drywall subcontracting firms. Later, Brian advanced and excelled with other large Drywall companies and was promoted to job site foreman and later, Office Construction Estimator.

Brian adds field insight and perspective to our Estimating Dept., as well as to our subcontractor management. His experience in blueprint reading from a field perspective, extrapolating information and integrating that knowledge into our estimates, and to our project team, makes him an invaluable asset to our firm. His building experience in schools, Churches, office buildings, grocery stores and retails shops, coupled with his training in Microsoft Excel, PowerPoint, and Access helps to make an organized and seamless transition between our Estimating and Project Management Departments.

Brian also brings a Health and Safety consciousness perspective to our projects and is also one of our bilingual OSHA certified employees.
